**How To**
When ever you download a .gcf file, you must put in your C:\(pacsteam or paccafe)\SteamApps folder.
Then go to your My Games tab in PacSteam or PacCafe which ever you have. Then attempt to install the game. The GCF file holds all the resources needed to download and install a steam game.
